OpenAI, Anthropic, Google and Meta are scheduled to testify under oath today before all 51 members of the New York City Council, which is examining the risks AI poses to the public. Meta agreed to appear; the other three only did so after the council threatened subpoenas, and Elon Musk's SpaceXAI was issued one. Its proposals are not yet rules in force.

The hearing starts at 11 a.m. New York time and is a meeting of the Committee of the Whole, which brings together all 51 council members to examine the risks AI poses to the public. Meta agreed to appear; the other three only confirmed their attendance after the council threatened subpoenas. Elon Musk's SpaceXAI did not respond, and Council Speaker Julie Menin issued it a subpoena on September 28 to compel it to appear.
The council is considering several proposals: incentives for whistleblowers, allowing New Yorkers harmed by AI agents to sue the companies, and independent third-party validation. For now these are only proposals, not rules in force.
The council says it has secured the first public testimony under oath from major AI companies.
