Karnataka signs an agreement with ElevenLabs to explore voice AI in public services and restore speech

The Indian state of Karnataka and ElevenLabs have signed an MoU to try voice AI on public phone lines and other government services. ElevenLabs will hand free lifetime access to One Million Voices to people who can no longer speak, such as oral or throat cancer patients, who will talk through a synthetic copy of their own voice. The deal also sets up a safety framework against deepfakes and voice cloning without consent.

Karnataka wants to use voice AI to help people who have lost the ability to speak.

The government of this Indian state signed a Memorandum of Understanding (MoU) with ElevenLabs, a global voice AI company, on Tuesday. The agreement has three pillars: building a Voice AI safety framework, which will look at safeguards such as deepfake detection, watermarking and consent for voice cloning; offering voice restoration to people who cannot speak; and exploring the use of voice AI in citizen helplines and public services.

ElevenLabs will give free lifetime licenses for One Million Voices, its voice restoration program, to eligible citizens, for example people with oral or throat cancer. They will be able to communicate using a synthetic version of their own voice, including in Kannada. The pilot projects are still to be defined.

A regional government signing with a voice AI company is not just Indian news: it shows where this technology is heading in public administration. The agreement joins two sides of the same tool, the one that gives a voice back to people who have lost it and the one that can impersonate it; hence the safety framework with deepfake detection, watermarking and consent for voice cloning. It matters to patients, to citizen services and to any business that uses synthetic voices. In our view, a small business considering a voice assistant for its customers should ask its provider for the same guarantees now: written consent, watermarking and a plan against impersonation. The pilot projects are still to be defined, so it is worth following them before copying the model.
